Facade Renovation: Administrative Procedures

Prior declaration, authorization for scaffolding on public roads, mandatory display requirements: do you need help with the administrative procedures for a facade renovation? Follow this summary of the required formalities.

When Should the Works Be Scheduled ?

Plan facade renovation works if your facade:

  • Is not in good condition, meaning it presents safety risks for occupants and passers-by, or if the dwellings are affected by excessive humidity and are not properly protected from weather conditions (water infiltration and runoff);
  • Has not been renovated for 10 years, in Paris and in municipalities covered by a prefectural order making facade renovation mandatory every 10 years: check with the prefecture, the town hall, or the CAUE (Council for Architecture, Urbanism and the Environment of your department). 

Submit a Prior Works Declaration

Submit the facade renovation prior works declaration:

  • Obtain and complete the prior works declaration form (Cerfa No. 1370305 / Cerfa No. 1340405) from the town hall or download it, depending on whether it concerns a house or an apartment building.
  • Make a copy of the declaration and send the original by registered mail with acknowledgment of receipt.
  • Receive registration confirmation: the town hall issues a receipt with a registration number and the planned start date of the facade renovation works. The response time is approximately 1 month from the date the application is submitted.
  • Take into account possible requests for additional information from the town hall:
    • 2 months from the submission date to request additional information
    • 3 months to provide the requested documents from the date of the request
  • Decision notice:
    • In case of approval: it is tacit after 1 month from submission. It is recommended to request a certificate of non-opposition.
    • If specific conditions are imposed, you will receive an official order by registered mail with acknowledgment of receipt or by email.
    • If the town hall objects to the works, you will be notified via an official decision sent by registered mail with acknowledgment of receipt.
  • The authorization is valid for 3 years. You may request a 1-year extension, up to 2 months before the expiry date. This extension can be renewed once more for an additional year.

Apply for a Scaffolding Permit

  1. Obtain and complete the prior authorization application form for installing scaffolding on public property (Cerfa No. 14023*01) from the town hall, departmental council, or prefecture, or download it along with the user guide.
  2. Allow a response time of 2 months from the date the application is received.
  3. Receive an express approval (unlike the prior works declaration): if no response is given within 2 months from the date of receipt, the public space occupancy permit is deemed refused.

Comply with Mandatory Site Display Requirements

Posting the prior works declaration or building permit is mandatory at the entrance to the construction site. For facade renovation works, it is most common to attach a rectangular panel larger than 80 cm to the scaffolding.

All information displayed must be clearly legible (Article R.424-15 of the Urban Planning Code): name, company name, date and permit number, nature of the project, plot area, town hall address (where the application was submitted), name of the architect (if mandatory involvement applies), and third-party appeal rights.

Notify Completion of Works

  1. It is mandatory to declare the completion of facade renovation works using the form (Cerfa No. 13408*03), available at the town hall or for download
  2. Have it signed by: the beneficiary of the building or development permit, or of the decision of non-opposition to the prior works declaration, or by the architect or certified architectural professional if they supervised the works.
  3. For buildings open to the public (ERP), an accessibility compliance certificate must also be attached (available for download). 
  4. Allow a period of 3 months from the date of receipt of the declaration for the town hall to carry out the works inspection.
  5. Please note that in case of any irregularities, the town hall may formally require the property owner to carry out corrective works to ensure compliance.
